Custom Label Callout Point Symbol Color Based on Attribute Value

I would like to set up an expression (Arcade?) that changes the label callout point symbol color based on an attribute value. (i.e. Complete = RGB 170, 255, 0 or HEX# AAFF00).   Please help if able.
