Custom basemap using local tile server

Is it possible to create runtime package using own local custom OpenStreetMap server (with rotated map) as basemap ?

ArcMap allow adding only 9 online services as basemaps (Imagery, Imagery with labels, ...., Oceans, OpenStreetMap). I downloaded and installed ArcBruTile, added my tile server (TMS service), but when I'm trying to "File -> Share As -> Runtime content" I got grayed "Use basemap ..." checkbox...

Is there any way to add tms service as basemap ?

I just replaced a.tile.openstreetmap.org ... z.openstreetmap.org, etc in my armap computer hosts file
