Are There Restrictions on Selling .pyt Toolboxes and Add-ins Outside the ESRI Marketplace?

I’m looking for guidance on any restrictions ESRI might have on selling .pyt geoprocessing toolboxes or add-ins. Specifically, do you need to be an ESRI Partner selling through the ESRI Marketplace, or are there options to sell independently, managing distribution outside of the Marketplace?
