Why does the USA Geocoding Service match PO Boxes to the street_address locator?

I've been geocoding data using the USA Geocoding Service in ArcGIS 10.3.1. I spent time QA/QCing the results this morning, and I found thousands of PO Boxes that had matched using the street_address locator. I assumed PO Boxes would match to the ZIP code locator. Anyone know why these PO Boxes would match to street_address?
