Topo contours clumped every 1 meter

Hi,

I'm using ArcMap 10.1 and I'm trying to make contour lines from a DEM. I've made 1m contour lines which are fine, but I want contour lines every 10cm. I was able to make them, but they are clumped together every meter. So the 8.9m contour is half way between the 9m and 8m contour and the 8.8m-8.1 are squeezed between the 8.9m and 8m lines. If that doesn't make sense I've attached a picture showing this.

How can I make it so they are evenly spread out? The data I have isn't this precise so I know this is just an estimation, but it still seems strange that the lines are clumping together. Any thoughts?

Please zoom in on a small area around an area where you are showing the selected contours and display the raster you are contouring. 

And/or, can you share the raster or if small enough you could zip it and email it to me (slynch@esri.com) and a screenshot of the parameters you are using.
