I am using ArcMap 10.1. In Data View the default tool is the Pan Tool is there a way to change it so that the default tool is the Select Elements Tool? I tried ArcMap Options >> General Tab >> select: Keep drawing tools active after creating graphic; that did not work.
Also, is there a way to disable or turn-off the mouse wheel zoom so that at least in Layout View it only moves the page up or down and does not zoom in or out on the map? I know that you can change the zoom settings but is there a way to turn it off altogether?
