SDE 9.3.1 Compress Error

We are getting an error during compression:

ERROR 999999: Error executing function.
Underlying DBMS error [ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE
] [SDE.DEFAULT]
Failed to execute (Compress).

Any Ideas?

What version of Oracle are you using?

What geometry storage type are you using?

Are you using partitioning?

Oracle 11.2.0.3  Windows 2008R2 64-bit

SDO Geometry.

No Partitioning.

Google on the ORA-29861 error.  It's been too long to remember the details, but the
SDO_GEOMETRY index can get in a strange state where the index is corrupt, so you
can't rebuild it and you can't drop it either.  There's a workaround where you hack
the index metadata table, then drop the index; from there you can rebuild it.
