I am a new employee to an engineering firm and they have me working on a GIS project where I am supposed to link a photo and a video to each vector data point. East point represents a manhole and I have a picture of each hole and a video showing the flow through them. I need to be able to click on each hole and a picture come up along with a video link. Can someone help me accomplish this task?

In ArcGIS version 10, you can use "attachments" to link photos, videos or other files to a feature class.  Here's the Help link to attachments.

Be aware that to you must have ArcGIS Editor or Info to create the attachments.  The item must be a feature class (stored in a geodatabase).
