Hi Ahmed,
I understand that you are having questions in creating an enterprise geodatabase,
Here is the web link talking about the compatibility of ArcGIS with different RDBMS,
'Microsoft SQL Server database requirements for ArcGIS 10.3.x'
http://desktop.arcgis.com/en/arcmap/10.3/manage-data/gdbs-in-sql-server/database-requirements-sqlser...
'Oracle database requirements for ArcGIS 10.3.x'
http://desktop.arcgis.com/en/arcmap/10.3/manage-data/gdbs-in-oracle/database-requirements-oracle.htm
'PostgreSQL database requirements for ArcGIS 10.3.x'
http://desktop.arcgis.com/en/arcmap/10.3/get-started/system-requirements/database-requirements-postg...
Here is the web link talking about the privileges of different users with different RDBMS,
'Privileges for geodatabases in SQL Server'
http://desktop.arcgis.com/en/arcmap/latest/manage-data/gdbs-in-sql-server/privileges-sqlserver.htm
'Privileges for geodatabases in Oracle'
http://desktop.arcgis.com/en/arcmap/10.3/manage-data/gdbs-in-oracle/privileges-oracle.htm
For creating an enterprise geodatabase you need to follow the steps mentioned in the following web link,
'Create Enterprise Geodatabase'
http://desktop.arcgis.com/en/arcmap/10.3/tools/data-management-toolbox/create-enterprise-geodatabase...
Hope this helps!
Thanks,
Rohit
The Office of Policy Development and Research (PD&R) U.S. Department of Housing and Urban Development has a page with eGIS API and Metadata Documentation that some field names and descriptions of their data. Maybe some of it will be applicable to the housing data you're working with.
