I have used the Frequency tool in ArcGIS, and have found it very useful for my info. But is there a similar tool in Microsoft Excel? I could import the data into GIS and run Frequency, but the Excel file I'm working with does not yet have location data. It will be easier to leave it in Excel for now.

You can accomplish what you want, and a whole lot more, using Pivot Tables. Pivot Tables are quite powerful and the learning curve isn't too steep.
If you are using shapefiles, try FieldStatistics if provides several option frequency distribution types
