We have found an issue with the formatting in the SP1 template XML file. This caused various errors including illegal character errors and affected the display of layer names when adding INSPIRE layers as well as the Definition Queries.
We have corrected the XML file. Please, feel free to use the attached GDB_Template_Annex_I XML file instead.
Anyone from ESRI is welcome to confirm this issue.
