My assignment is to digitize a road network for a new community based on a sketch. However, there is not a road/line construction tool in my Construction Toolbox. How do I go about adding this tool? There are other tools in the box but not the line tool. Is there an alternative tool for constructing line features such as roads?

they either want you to create a template

or they want you to decide what type of feature to create first, then use the empty feature as a template in which case, I would say you need to create an empty featureclass... line/polyline... then you use it as the template to create new features

The documentation is for pro, but is applicable to map.  You need to create the featureclass first, since the feature type establishes the types of features to create and hence, the tools that are available.  From your initial indications, you made a polygon fc by default, but then were looking for line tools... perhaps that is where the overthinking went on... you used a default, instead of specifying / selecting the type of features you wanted to create in the first place.

It is a polyline featureclass that you are creating?  What tools are showing?

I am trying to create a new roads layer with the same road type. A simple

line will do. No real need for polylines. Toolbox shows polygon, circle,

ellipse, freehand, auto-complete, etc. It should take about 15 minutes to

do! With the right tool.

The problem is that your 'roads' were 'polygons' probably the thickness is due to the fact that that is the way they were created.  If you want to create simple geometry, a polyline (aka lines ) is what you want to create.  You can then symbolize the lines with various styles and thicknesses to differentiate between them

I should have mentioned that there is not a pre-existing roads layer. I am

trying to digitize roads from scratch using a rough sketch. So l am not

editing a pre-existing network. The assignment requires me to roughly show

where a road network might be based on gaps between land parcels on another

layer. I am surprised that it's so tricky. I must be missing something.

When l did a similar exercise before, the Line construction tool was

provided. I think the purpose of this assignment is for me to learn how to

set up the Construction Tool box for digitizing simple features like roads.

I think you didn't create poly line feature class. or you didn't  add this feature class to TOC. or the template of  feature does not appear in Create Feature box. and it is for many reason such as using definition query.
