My organization has a service on ArcGIS Server Manager for various layers and features. We'd like to upload raster imagery to the server, but the site has a restriction of only service definition files being an acceptable format. However, I couldn't find an ArcGIS tool to convert raster or sid format to the service definition file. Is there a download or specific tool needed for this?
