Is anyone familiar with New Mexico GIS data? I am looking for the best authoritative sources of data for these general features:
REST Service/WMS/Shapefile or similar is ideal. Good metadata (doesn't need to be FGDC-compliant) is a plus.

Try the New Mexico Resource Geographic information System: http://rgis.unm.edu/
For boundaries: http://www.tax.newmexico.gov/Businesses/geographic-information-system-.aspx
For power plants, try the Energy Information Administration: http://www.eia.gov/maps/layer_info-m.php
Geospatial advisory committee: http://www.gac.state.nm.us/maps/mapservices.html
Electric cooperatives: http://www.nmelectric.coop/nmcoops.php
New Mexico Geographic Information Council: http://nmgic.com/
For utility boundaries, start with the New Mexico Public Regulation Commission: http://www.nmprc.state.nm.us/consumer-relations/jurisdiction-list.html If they don't have it, you will have to ask each utility directly. Platts makes a commercial version, and they sell service territory data: http://www.platts.com/products/utility-service-territories-north-america-map
Confax County has IT and EM contacts listed on their website: http://www.co.colfax.nm.us/
A google search on "New Mexico GIS" returns several legitimate sources.
