Address Locator not Finding Addresses

I have created an address locator form our states roads shapefile. I have attempted to run it on several address tables that are in the Arc Pro Project database. Each time it returns zero matches.

Mine ended up being a field issue but I wouldn't have known without narrowing it down.

Thank you I looked over the solutions and applied the patch. I also recreated the locator with our states county codes instead of the counties text and it worked with a 95% match.
