I would recommend the existing customers take advantage of the template in Hub Basic. This is new functionality that, when coupled with the solution, can fully deploy your response. The premium features are useful to take it to the next level (we're seeing one city use community identities for health workers, for example) but is not essential to a very wide response to the epidemic.
