Yes. If you choose to downgrade your community organization will first lapse in subscription and eventually expire. There's a bit more to this answer technically but at a high level we're working to make it smooth to move freely between the tiers. Worst case if something unusual happens, reach out to support. There is nothing destructive about moving between Premium and Basic.
