Is it possible to use URL parameters in Story Map Series to go to a specific feature, center the map on a location, or go to specific coordinates within a Story Map?

That's not possible in the Story Map apps except for Story Map Basic, which does support URL parameters to go to specific map locations. In Story Map Tour you can use the Index parameter in a URL to take readers to a particular point in a tour. See this blog post for more about handy URL parameters.
In Story Map Series and Story Map Journal you can create Story actions in the narrative text that display certain parts of the map, or show certain locations (either existing places in the map or raw coordinates you author), when your readers click them.
