export the entire layout in ArcGIS Pro and NOT JUST the map frame?

Is there a way to export the entire layout in ArcGIS Pro and NOT JUST the map frame? I have a layout of 44 x 34 " and about a 1" white area that I want to use as a border. My map frame is roughly 43 x 33".When I export to PDF, however..  the PDF doesn't include the white collar, nor is it 44 x 34".

The entire layout should be exported if you uncheck "Clip to Graphics Extent" on the Export Layout dialog box.
