If I switch to a size of 10, and I draw a circle, then switch to size 2, the ink size still draws at size 10, it needs to switch to size 2.

Ted,

What are the exact steps you are doing which reproduce this problem? I tried it and I can't repro it, but maybe I'm doing something different.

I have encountered the problem of ink "jumping" around on the map as you pan.  Actually, I think what is happening is the ink stays in the same spot on the screen while you move around in the map.  I think a partial work around is to not use your mouse wheel to pan while in the middle of inking a long line, but to instead click the pan icon on the toolbar to pan then go back to the ink command to draw a second line starting the the end of the first.  This is annoying but seems to work and this is in data view.  I can't solve this in layout view even with using the pan icon on the toolbar.  In either view, I would like to be able to conveniently pan and have my ink marks stay put relative to where I place them on the map otherwise it's pointless to try to put ink marks on the map.  I have to admit, I'm still using v. 9.3 as other integration issues are keeping me from going to v. 10.  Perhaps this has been solved for v. 10 or does anyone know of a way to prevent the ink from appearing to "jump" around once it's been drawn on the map?
