Java ArcObjects SDK: problem with ArcGIS Java Configuration Tool

I am creating an ArcMap Add-In using Java ArcObjects SDK. I want to attach my code (or debugger) to ArcMap. I have found the following instructions:

When I use the JavaConfigTool.exe (in ARCGISHOME/bin), I always get the following error: "Error, could not create a registry key."
