GIS based Optical Fiber Management System

Dear ALL,

We need to develop a product i.e., �??GIS based Optical Fiber Management System�?� using ESRI ArcGIS Engine (for Desktop side stand-alone application) and ArcGIS Server (Server side web based remote application). Also we have one constraint that we can�??t use ArcGIS Desktop license and hence we are planning to do the same using Engine Runtime license for a cost effective product.

Could anyone please suggest or shed a light on the above stated requirements or any other best suited methodology to approach further using some Open Source stuffs or any other cost effective way.

FYI, herewith I have also attached our brief requirements document in five parts (due to attachment size limit) for the �??GIS based Optical Fiber Management System�?� which will give you a clear picture about our actual requirements and proposed approach.
