Hello,
I am detailing all the elements of an atlas type map created in ArcMap for a consultant to reproduce. The idea is that a pdf ( I know!) is created and that there is consistency. The consultant is capturing data and therefore some data may be available to the consultant prior than me.

How can I document the actual size of a symbol when it is in a legend? When I look at the properties I get the information about the text of the symbol, and not the symbol. See below...

You should be able to view and specify the symbol size by left-clicking on the symbol in the Table of Contents.

For example:

Is this the size of the symbol in the legend also? I thought this was only for the symbol size in the data frame.

As long as the legend hasn't been converted to graphics and the symbols aren't being scaled based on a reference scale, symbols in the legend should scale to match the symbol size selected.
