Failed to conect to database

Sorry my english is bad.

I am trying to connect from a 10.8.1 arcmap to a db server that has oracle 19.3.0 installed. On the PC, install the 32-bit oracle client with the service configured, could you tell me what the error could be because I get the following error, Thanks a lot

Have you ever connected to this SDE Oracle database from an earlier version of ArcMap?

No, it is a new BD, just
installed.
If I do the connection test with the oracle client, the test is OK !, but from ArcMap it fails.
