Clipped data frame not working when the map is printed or exported

I had a map with multiple data frames that were clipped using a graphic circle. they look fine in the mxd but when I export to JPEG or print as PDF, it shows the rest of the data frame in white.

I tried setting the data frame's background to <None> and Hollow, but I get the same result. Is there some configuration i'm missing?
