ArcMap 10.5 exporting maps with huge white space

Over the last week, every time I export a map to PNG, JPEG and even a PDF, I have the huge white spaces, while the map I'd like to export remains at the top left of the page. 

I'm using a custom page size (13.33 in (W) x 7.5 in (L)) with no margins. When exporting, I use 300 DPI which equates to 4000 x 2250 pixels.

The data frame used has been distributed to fit to to margins. I've tried messing around with margins to see if anything worked but to no avail.

quality set to best 1:1 and are you sure that the raster isn't being set to 96 dpi
