I'm trying to create labels for displaying on my Dispatcher map but they do not show up in the App. I've seen a post from 2019 that it was a known issue. Has this not been fixed yet? Are they planning in fixing this in the web version?

This has not been addressed. We do plan to support this and are looking to target it for a release this year.

I had a similar issue with this last week. In the classic project, we could show labels of workorder ID's on the dispatcher map that would be visible in the map but not when that map is viewed via the workforce app project proper at the desktop. A workaround was to add the assignment layer a second time, make the symbol invisible and turn the labels on. This worked. Maybe it will work for the map in field maps too.

Following up on this. Is this still in the workings? I have recently created a new project and added some labels to the assignment from the Map View in AGOL. They show up there, but not displaying in Workforce.

Unfortunately this issue still exists. However there is a workaround that hopefully can help you achieve this same result without too much pain.
STEPS:
We are not actively making any updates to Workforce (which is why this issue hasn't been addressed), but I'm happy to report we are actively developing a capability in Field Maps to meet the requirement to coordinate work called Tasks. Targeted for release early next year. It would be great if you were able to check it in our Tech Preview and give us your feedback as to whether or not it hits the mark. Yes, that did the trick. I actually had to load the Assignment Feature Layer twice. One for the symbols and one for the label(s), in order for the text label(s) to work, but it did the trick.
