How to change default basemap for opening projects in disconnected environment

Hi!

I have a disconnected environment where I am trying to get Workforce set up in. But I have an issue in that when opening a project created I get the following error: 
Unable to load the base map layer (Unable to load https://services.arcgisonline.com/ArcGIS/rest/services/World_Topo_Map/MapServer?f=json status: 0 [url:https://services.arcgisonline.com/ArcGIS/rest/services/World_Topo_Map/MapServer])

To fix this, I know I need to have the project point to my own custom basemaps I have created for the environment. The issue is that I cannot seem to find out where the configuration is that would allow me to do that. 

Is there a JS file I need to change? A secret button that would allow me to set my custom basemaps as the default? There is no documentation on setting up application on a disconnected environment, so here I am.

Can anyone enlighten me on this?

Have you tried setting up a custom basemap group?

Configure a disconnected deployment—Portal for ArcGIS | Documentation for ArcGIS Enterprise

ArcGIS Enterprise organizations come preconfigured with a collection of basemaps from ArcGIS Online. These basemaps are not supported for use in a disconnected environment. Instead, create custom basemaps and configure your organization to offer these basemaps in the basemap gallery.
