With the release ArcGIS Workforce in Enterprise 10.9.1, field users now have the ability to use their Workforce projects off-line. Unfortunately, with this same release, ESRI has taken away the Classic Workforce feature that allowed users to work online. I wish I had known this before undertaking the headache of migrating all of my projects and assignments to 10.9.1.
In my opinion, the work offline feature adds more work to both the field worker and the GIS manager. Field workers want to do their jobs with as little interference from IT-related tasks as possible. GIS managers want to also be efficient getting this technology out to the field workers. If field workers don't need to work offline, don't force the GIS manager to have to configure all projects, maps, and layers to work offline.
Provide an ArcGIS Workforce option to have a project work online or offline.
