Hi Leonard,
I have done this previously and in my case the 'Intel ICLS Client' dll was not involved in any of the major system activities and processes so I did not encounter any such issues. But I would strongly suggest you to first make a copy of your Path variable and secondly you may consult your Systems Administrator/ IT Department Administrator before proceeding.
Let me know if you need any help.

It's been a while but your fix solved my problem. I've got a new machine since our last conversation and I haven't experienced it since then until recently which brought me to this page again. This time, I removed the path you've said and the runtime error message is not showing anymore. Thanks a lot for the support.
You can see http://support.esri.com/en/knowledgebase/techarticles/detail/42409 Path in system variable C:\Program Files (x86)\Intel\iCLS Client\;C:\Program Files\Intel\iCLS Client\ gives problem because in these folders you have C++ Runtime Library. If you update last 'Intel(R) Management Engine Components' C++ Runtime Library is removed from these folder and you haven't this problem.
