Cannot Publish WFM Service

This question was asked but it did not have a detailed answer. I'm trying to run a demo service on my local machine using SQL Server, I'm running into this error message.

Hello Amanda,

Verify ArcGIS Workflow Manager for Server is installed, authorized and accessible.

1. Restart ArcGIS Server service after ArcGIS Workflow Manager for Server is installed.

2. Check ArcGIS Server and ArcGIS Workflow Manager for Server is authorized and license is not expired.

If license is not found, authorize the ArcGIS Server and ArcGIS Workflow Manager for Server. For instruction see: Authorizing ArcGIS Serverhttp://server.arcgis.com/en/server/latest/install/windows/authorize-arcgis-server.htm

3. Add the user running the ArcGIS Server services, the ArcGIS Server user by default, to the database with read and write permissions.

This is applicable when using Operating System authentication.

Note: Contact your database administrator , if you are not responsible for the database changes.

4. Install ArcGIS Workflow Manager for Server on each cluster in the ArcGIS Server cluster environment.
