So i know, or i think, that this has been asked many time before but i am still unclear as to if it is possible or not , especially since the release of 10.3 and now 10.4 but is there a way to use custom widgets that i make using WAB Dev or that others have made.
Really for the time i am interested in widget made by others.
Anyone care to enlighten me?

Randall, personally, I find the best way to learn something like WAB developer edition, and to see what it can do, is to just start playing with it. Since you can do so for basically no money, (testing, learning, but not for work or profit), the only thing it costs is time. Even with the developer edition, you can do a lot, including using many of the custom widgets, without even having to dig into code. The .pdf by TAPAS DAS that Robert Scheitlin, GISP pointed out has great info.

to to get a free developer license including a limit AGOL developer site, go to ArcGIS for Developers
when it it comes to deploying, you can test much of this by setting up IIS on your local desktop, but once you are wanting to deploy you would want to use a server with security, etc.

i agree. probably most of everything i have learned has been just by playing with the software. Really its just been a matter of trying to prioritize everything the i need to learn.
Program and development has been on that list but i am realizing that i mighty need to bump it up and make it my focus for the year.
I figure it will help prevent the problems (or at least limit them) that i am currently running in to.
And now, since i know it needs to be done, its really trying to figure where to start.
I think figuring out how to deploy Web Apps and widgets on my websever would be a good place to start since i can then at least start using the ones that other people have made in my maps.

Is there any update on this at 10.5 or 10.6? Can we add custom widgets to Portal?

No for 10.5, but I have not heard yet if it will make 10.6.
Thats a huge bummer. We purchased /acquired a few widgets (Pictometry, etc.) and not being able to use those in a template is a major issue.

FYI, support for custom widgets for Web AppBuilder embedded in Portal for ArcGIS will be supported in the 10.5.1 release. This is the next ArcGIS release, targeted for UC timeframe.

Is the functionality to modify the popup for the results layer in the Query widget (just an example) in Portal embedded WAB something that will be possible?
Do you know how to get the popup for the results to be identical to the popup for the layer in the webmap? We are receiving complaints that the results popup does not show the links that we created for the layer.

No, the ability to modify Web AppBuilder embedded in Portal for ArcGIS is NOT a supported workflow. I suppose it is technically possible - but doing so will violate the software support agreement. I suggest you use Web AppBuilder Developer Edition with your Portal and you can make any change(s) you want.
