Single symbol for few unique values. Editor template

dear Readers.

our end users wanted a common symbol for few of the unique values to be of particular color. so we created a map document as shown below:

Things looked fine in the web map and the web app builder based application - the symbols came out fine in legend and other places.

When we try to add a new dam and select one of the values, it does not let the users add it.  Is there any setting that needs to be done on the server/ web map to work around this issue.  another cheating work around would be to make common colors slightly different (slightly differing frequency or RGB values)...

any suggestion would be great.

Sorry Robert, while tagging the post, the post did not have any contents.  the editor made a save to the server.

In the last picture, we were trying to choose CO value from CO; GP; OT string value in the dropdown.
