Query Point Feature Class Against Polygon Feature Class

I have a point feature of crimes. I have a polygon feature of police_beats.

If I get them both to a web-map on AGOL, get the map into WAB, is there a 1) setting to query just the points inside of a selected beat or 2) allow police to query crime points that are within a beat that they select?

I feel like it's there but I'm not seeing the configuration properties right?
