Public Notification Widget Stays Active After Closing Panel...

I just created a new web app builder app using the WAB 2.15 dev version. I only added the Public Notification Widget. The widget works like a charm, however, after closing the panel, the tool is still active. Any idea how to ensure the tool is properly closed?

I am also having this problem.  Can anyone share a fix?
