Is there a way to click on one layer and turn two datasets on?

 I have one layer that shows streams in an area and another layer that shows wells. The wells are colored depending on their distance to a stream. Our team agreed that it would be helpful to have the streams layer turn on anytime someone is looking at the wells layer, so it would just be easier to interpret the data. Is this something that is even possible with a custom widget? Or something we can do using arcmap/arcpro?

I've read that in the new Map Viewer Beta for ArcGIS Online it's possible to group layers. Might want to give that a shot?

Thanks, we ended up grouping the layers using a custom widget called "Table of Contents".
