Geometry Edit not working

I have an app with a Non-Hosted Feature Layer in a web map and web application.  I add the Smart Edit and Edit Widget.

I configure the Smart Widget to make edits and auto save but in the map there is no option to edit the feature when selected. 

I configure the Edit widget to edit and I can reshape the linear feature... BUT when I pan or zoom the line feature goes back to its former self... 

Very frustrating... Does anyone know why this is occurring?

I figured it out.... 

At the service level in ArcGIS Server Manager I checked the '' Allow geometry updates without m-value"
