Completely new to Web AppBuilder

I am a local government developer and I am looking for a way to implement the Web App builder and start developing specific Apps for our County Departments. What is the best approach to developing a web application that could only be seen or used by NAMED individuals in other words, have sensitive data.

  You share the webmap with only the group or individuals you want. It is that simple.

You can also control what layers are visible via ArcGIS Server (the REST Services), which the web map consumes..

This way allows specific users to see specific layers all in the same Web Application.

And if you have access to ArcGIS Server, you may want to look at using Portal (which is on-site) for use with non-public sites.
