Cannot create a mapservice to arcGIS Server

I have shapefiles that are stored on my C Drive and can not publish them to arcGIS Server, however, the same files on a Netwotrk drive are getting published. I know its a permission issue somewhere but can anyone provide me some input to where the permissions need to be changed. I have full rights to the folders on my C drive, however, do I need to be an admin to my machine.

Is the folder registered with ArcGIS Server?

You may want to look thru Make your data accessible to ArcGIS Server—Documentation (10.3 and 10.3.1) | ArcGIS for Server  to see if there is anything you overlooked.

No its not registered, we usually just copy the files to server, presently due to Company Network Policies we cannot register local folders.
