Flex viewer not projecting image catalogs on the fly?

For our new flex viewer (2.4) I have 6 sets of aerial photos, 3 of which have coordinate systems defined and 3 which are undefined (according to "properties->source" in the MXD).  In the MXD all 6 sets of aerial photos show up when turned on (i assume because the catalog's .dbf file provide the coordinates for the images geographical location). 

When I create a service of the map those 3 image catalogs that have the "undefined" coordinate systems don't show up in the flex viewer.  I have no idea why they wouldn't be projected on the fly or put in the right location as per the .dbf's coordinates. 

Any help on this topic would be greatly appreciated.

Hello Paul,

Your service is msd, isn't it? Try with mxd, at least it works to me with a similar problem.

Thanks for the response.  I tried creating the service with an MXD, unfortunately, the problem still remains.
