We are currently on ArcGIS Server version 10 in Development and version 9.3 in Production, Flex 2.1, and are seeing an issue with zooming in. At the closest 2 zoom levels, the base map shifts to a different area than the original location. For instance, the base map is centered over an industrial area, then centers on a wooded area hundreds of feet away when the closest 2 zoom levels are used. Please see attached screen shots for example.
Has anyone had this problem?
