Draw and Measure Error Message

I am using my own aerial photo for the basemap. No layers from arcgisonline. I get this error message each time I use the Draw and Measure Widget.

Note:

- I get a similar message when I use the default arcgisonline geometry service in the config.xml

- The Draw and Measure Widget works good in the Map Services I use ArcGISOnline Basemaps.

- I turned on the geometry service located on my server, still get this error.

- All of my layers are projected as CA State Plane Zone 3 NAD83 Feet

Any ideas on what could be wrong?

It works now. I had to cache my basemap. After that the Draw and Measure works perfect.
