Snapping not enabled even though connectivity rule is present

We're seeing inconsistent behavior for snapping with connectivity rules.

For example, we have rule that says a "Connector/Overhead Primary Connector" line can connect to an "Overhead Connection Point" junction, however we do not get a snapping "tip" when adding a line when hovering over the connection point....

... when working with layers published through a feature service.  (And, yes, snapping is enabled and works for other connectivity combinations.)

However, snapping *is* enabled in the same scenario for data in the source file geodatabase.

I must be missing something.  Any clues would be much appreciated.

Please log an issue with support then. There may be something else going on, or there may be a known issue (if you're on an older release) that I'm not aware of. The fact that you appear to have a custom coordinate system may be relevant.

There was a bug that was fixed in one of the more recent releases of Pro that fixed an issue with snapping not working when the map was reprojecting the utility network (i.e. utility network is a state plane but the map was something else).

Interesting.   Will make sure the projections are the same and try again.

I was hopeful that was it, but the map and all layers have the same projection...
