Just downloaded the Sewer Utility Network Expanded project package. It does not include the geodatabase utility network. When one is created using the Create Utility Network tool, it still does not enable topology due to a lack of rules (Enable Network Topology tool fails).

The Sewer UN Foundation only ships with an asset package. You will need to use the Asset Package to Geodatabase tool (part of the Utility Network Package toolbox) to create a Utility Network geodatabase.  There is an option in that tool to enable the topology during the creation (called Post Process).

I would suggest working through the configuration topics for the foundation. They will help you build the UN geodatabase and configure the model to fit your needs.
