Hello everyone,

I have created a Utility Network in SDE and am currently trying to import rules. However, I keep encountering this error although it is not being used by another user and I also have not shared it yet as a service.

I should mention that Subnetwork Controllers have been imported by another user.

Does anyone have any insights into why I might be getting this error?

Thanks in advance!

I did not find why it happened but this worked for me MOST OF THE TIMES.

  1. Disable and Enable network topology and Validate entire extent once.
  2. Remove Locks to the connection in Administration
  3. Save and Close all active Users / ArcGIS Pro stations currently using the service.
  4. Open a fresh ArcGIS Pro project and map
  5. Add the service to a fresh map.
  6. Add Rule

Because Adding Rules uses the SDE connection, and requires an exclusive schema lock, you will need to stop any services connected to that database before you can add a rule. You will also need to make sure that there are no other connections to the database.
