Inline Network Attribute Bit Limits

Does anyone know if the bit wise limits for user defined network attributes are permanently limited by the ArcGIS Pro release that originally created the dataset? We set up our UN using Pro 2.9 but are working through an upgrade to UNv7 using Pro 3.3. I'm wondering if the upgrade process will bump us up from 21 to 25 available bits, or whether we'll be stuck forever at 21.

You will get access to those additional bits as soon as you upgrade your Utility Network dataset.
