I have published a webmap with shared trace configurations in Our Enterprise.
I have then tried publishing a map with the UN trace widget but it says -
But clearly my user has the add-on license assigned.
I have tested the trace it works in ArcPro and made sure its shared.
Is there anything else I need to do to make this work?

BUG-000165064 - In Experience Builder, the Trace Utility Network Widget displays a licensing error for users with the ArcGIS Utility Network user type extension if the Utility Network Map Image Layer has been shared to the Public Level.
Essentially the problem starts when you make the service public which might have something to do with the UN service not being able to be shared like that.
I also had this issue which we are still trying to figure out, but ESRI support suggested these things,
a) Change the sharing level of the service to the organization
b) First navigate to Portal for ArcGIS admin end point> System> Indexer> Reindex> change the mode to full and perform the full reindex.
c) Restart the portal for ArcGIS Server & UN Service
