Error Viewing Published UN Services

Good Afternoon,

I am curious to see if anyone else has encountered an error similar to this one: 

The DBMS table exists... as un_owner.UN_143_Associations. I can publish from SDE without any problems, but then this keeps happening. 

I am on 10.9.1, utility network user type extension, signed into portal and the DB connection references the UN owner. Not sure what I'm doing wrong. So, portal and server show the service, but when I go to details, there's no layer list, etc. 

The enterprise geodatabase functions as expected in ArcGIS Pro, and was created from a file geodatabase asset package via copy/paste.

If you haven't already, I'd recommend logging a case with support on this.
