Apply Asset Package errors

I've configured my asset package, staged my utility network and now am attempting to apply my asset package. When running the "Apply Asset Package" tool I am getting the following errors.

My staged utility network looks like this.

Any ideas as to what could be causing the errors?

I would strongly suggest using ArcGIS Pro 3.1.2 and the matching UNTools

Also, try it with a pro project with no maps in it.  We have seen a lot of issues with locking due to the map
