Enable Geometric Snapping Between Point Features Across Utility Network Domains

Summary

ArcGIS Pro and web editors should support geometric snapping between point features (junctions/devices) within the same domain network or across domains (structure vs. communication), with configurable tolerance.

Current Problem

Utility Network snapping is rule‑based only:

  • Junction‑junction connectivity rules blocked between domains (ERROR 003137).

  • Structural attachment/containment provide relationships but no snapping cues.

  • Manual GP Snap works once then fails.

Result: Cannot precisely snap point features (e.g., Device ↔ Device, Junction ↔ Device, StructureJunction ↔ CommunicationDevice).

Requested Behavior

1. Geometric snapping between ALL point features (junctions/devices)
2. Works across/same domains
3. Configurable tolerance (5m/10ft)
4. Visual snap indicators (ArcMap‑style)
5. Pro, Experience Builder, Web Editor
 

Use Case

 

1. Snap Device to nearest Device (same domain)
2. Snap CommunicationDevice to StructureJunction (cross‑domain)
3. Snap Junction to Junction (workflow alignment)

Why Important

  • Blocks telecom/electric editing workflows.
  • Migration pain from ArcMap snapping.
  • Reduces placement accuracy.
  • Increases manual editing time.

We cannot allow you to snap devices/devices, devices/junctions, or junctions/junctions because these would create topology errors (stacked points). However, I could see allowing the snapping behavior when using a preset template or group template, because you would presumably be offsetting the features at the snapped location.
